This is a Career Banded position at the Journey Level, equivalent to a Salary Grade 63.

The Accounting Technician position at the Division of Workforce Solutions (DWS) assists in monitoring and controlling the expenditures of various agency grants. The position is specifically responsible for proper expense classification and coding, and approval of purchase orders and direct payments in compliance with established budgetary coding laws, standards, and procedures.
 
This position uses administrative tasks to ensure grant spending is within budgetary targets and constraints through the use of the E-procurement system and the Federal Accounting and Reporting System (FARS). The Accounting Technician must perform timely research to review and resolve transaction irregularities and discrepancies, and works with Accounts Payable and Purchasing to ensure completeness and accuracy of information.
 
The Accounting Technician is responsible for data management, maintenance, analysis of data used in journal entries, the evaluation of the chart of accounts, interpretation of expense coding schemes, and for eliminating the risk of erroneous and redundant payments.
 
This position works closely with the Budget Manager to assist in budget preparation and to track spending. In addition, the Accounting Technician is responsible for evaluating changes to program structures and initiating budget adjustments for entry into the FARS when required, identifying causes of variances for proper budgetary control.
 
The Accounting Technician performs preliminary review of hours coded in the Time System by Career Center and Chapanoke staff to ensure personnel services and benefits are expensed to the correct grant budgets. The position is responsible for the processing, reconciliation, and budget coding of bi-weekly Temp Solutions invoices for all agency temporary staff.
 

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

 
  • Demonstrated knowledge of technical financial systems and software to create and maintain data.
  • Demonstrated knowledge of financial business processes from demonstrated work experience and training.
  • Demonstrated ability to use intermediate-level spreadsheet and database calculations to manipulate large volumes of data transactions.
  • Demonstrated skill to research, analyze, and verify the accuracy and validity of large data sets.
  • Demonstrated technical skills to maintain and manage accounting records, prepare financial statements and reports.
  • Demonstrated ability to recognize and problem-solve discrepancies, and to reconcile general ledgers with a high degree of accuracy.
  • Demonstrated competence at communicating, interpreting, and explaining financial information.
  • Demonstrated ability to meet time sensitive monthly and year-end closing cycle deadlines.
Preferences:
  • Basic knowledge of Generally Accepted Accounting Practicers (GAAP), methods and procedures.
  • Completion of 6 credit hours of accounting coursework.
  • Formal accounting and business skills training is highly desirable.
  • Intermediate to advanced level Excel skills.
  • Knowledge and experience with automated accounting systems and applications.

 
 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

High school diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience.
