DESCRIPTION OF WORK:

Description of Work:

This position will plan and conduct current period analysis of administrative and operational functions of a department or process and evaluate the adequacy of internal controls, to ensure safeguarding of assets, efficient use of resources, compliance with related laws, regulations and agency policies, the reliability and integrity of financial information and prevention/deterrence of fraud waste and abuse. Conduct all Tax Performance System audits based on mandatory comprehensive Program Reviews consisting of Systems Reviews which examine the tax systems for existence of internal controls, Acceptance Samples which examine a specific number of random transactions in thirteen tax functions, and Computed Measures analysis which factored in as part of the assessment of each tax function. Work is guided by the Federal Unemployment Tax Act, the Employment Security Law of North Carolina, legal interpretations of the Law and tax act, U. S. Department of Labor Tax Performance procedural manuals, department procedural manuals and departmental policies. Will develop and maintain a plan of action for operating the TPS program for the year.  Assist with the Benefits Timeliness and Quality (BTQ) review to determine if performance is meeting the standards which have been set by the U.S. Department of Labor. Assist with the Lower Authority Appeals Quality Review (LAA), a comprehensive evaluation of a random sample of Lower Level Authority Appeal cases. Conduct Data Validation audits of United States Department of Labor required reports of data for the tax quality samples and assist with validation of the benefit quality samples. Familiarity with office procedures, practices and equipment is essential. The work schedule for this position is Monday through Friday, 8 a.m. - 5 p.m. This position is physically located in Raleigh, North Carolina, Wake County.
 

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

For positions in the employment services division: completion of two years of college and three years of progressive experience in employment services activities at a supervisory or management level; for positions in the unemployment insurance division: completion of two years of college and three years of progressive experience in unemployment insurance activities including one year of experience in an administrative or supervisory capacity, or in statistical research; or an equivalent combination of education and experience.


Management Preferences:
Knowledge and experience of the organization, operations and objectives of the Division of Employment Security. The ability to establish and maintain a working relationship with agency personnel and other government agencies. Knowledge and experience to interpret and explain the provisions of the N.C. Unemployment Insurance Law and the Federal Unemployment Tax Act. Demonstrated experience with bookkeeping or accounting experience in analyzing and interpreting payroll data. Demonstrated experience applying creativity to the solving of complex problems is preferred.
