Description of Work:

This position will manage the operations of employees responsible for the accurate interpretation and adjudication of overpayment cases received from out-stationed investigators and from other sources within the Division. This position will be responsible for the accurate documentation of overpayments to ensure that statistics reported to the U.S. Department of Labor passes all state and federal audits. This position will manage the operations of employees responsible for explaining potential overpayments to claimants, revising and re-issuing decisions or referring for further investigation as necessary. This position will manage the operations of the employees responsible for the reviewing, acknowledging and posting of claimants' request for appeals and waivers to overpayment determinations. This position will develop, implement, and coordinate electronic and manual collection efforts to ensure that the amount of recovered, overpaid benefits meets the core measure requirements of U.S. Department of Labor. This position will manage the operations of a recovery call center.  It will be responsible for analyzing the status of recovery cases for direct collection assignment. This position will manage the operations of the interception of state and federal tax refunds and be responsible for the accounting and application of money collected. It will be responsible for filing claims to bankruptcy court, the accounting of debit card reversals, and making the daily bank deposit.

In coordination with Benefits Integrity Management this position will monitor and analyze all operations collections throughout the unit and advise executive management when changes in policy or procedure are necessary. It will frequently consult with Claims, Appeals, Information Technology, and Quality Control Management to ensure that common issues are addressed and resolved. It will develop and lead workshops with unit employees on how to use computer systems to ensure that all new and existing procedures are used uniformly and consistently. It will consult with Internal Security Management on policies and procedures and will compile and present to the Benefits Integrity Chief information relating to overpayments and collection activities during state and federal compliance audits. This position will coordinate duties with the supervisor of the Benefits Integrity Fraud Investigators to collaborate on unit policy and procedures, evaluate unit efficiency, and provide statistical support. The work schedule for this position is Monday through Friday, 8 a.m. - 5 p.m. This position is physically located in Raleigh, North Carolina, Wake County.
 

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  2. Demonstrated work experience with the rules and procedures on the recovery of benefits paid through fraud or error.
  3. Demonstrated work experience with developing procedures that detect, adjudicate, and collect overpayments of benefits.
  4. Demonstrated work experience to supervise and train others.
  5. Demonstrated work experience to effectively plan, coordinate, and manage the work of others.
  6. Demonstrated work experience communicating effectively in written and oral form.
  7. Demonstrated work experience managing multiple initiatives according to work standards, policies and procedures with minimal direction.
  8. Demonstrated ability to develop and maintain effective relationships with others to encourage and support effective communications and team work to achieve the goals of the agency.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a four-year college or university and two years of experience in unemployment insurance investigative work, or related field; or an equivalent combination of training and experience.

Management Preferences:
  • Unemployment Insurance claims experience
