Disadvantaged Business Enterprise Compliance Lead

The Opportunity:  The Washington State Department of Transportation is searching for a well-qualified Program Specialist 5 to work in our Disadvantaged Business Enterprise (DBE) Compliance Program located in the North Central Region (Ellensburg), with additional responsibilities supporting the Northwest Region (Seattle area). This position will conduct on-site compliance reviews and investigate activities to monitor compliance with the legislatively mandated USDOT program of non-discrimination in the administration and award of federally assisted contracts and projects.

This position will perform the following work:

  • Conduct Commercially Useful Function (CUF) desk and on-site reviews.
  • Determine, investigate, research, analyze and make recommendations regarding the regular dealer compliance reviews and audits which cross departmental lines and statewide agency federally assisted projects on DBE certified firms.
  • Will work as a single point of contact for the WSDOT North Central region, and work in conjunction with another PS5 to support the needs of the Northwest Region.
  • Provide quality assurance activities for the Minority Business Enterprises/Women's Business Enterprises/Small Business Enterprises/Veteran's Business Enterprises programs.
  • Write detailed reports, special data reports, and present if requested at state government or agency gatherings to promote the Office of Equal Opportunity's DBE program efforts.
  • Provide monitoring and analysis of reports and data to ensure the integrity of the Participation Tracking System (B2GNow), as well as provide user support.
 
An ideal candidate for this position will have:
  • Bachelor's degree (or equivalent experience on a year for year basis) and three years of experience in external civil rights programs.
  • Washington State Investigator Certification or obtained within 6 months of appointment
  • Exceptional communications skills in writing and orally
  • Ability to understand, sort, and synthesize data and identify relevant data; and consistently use independent judgment to formulate accurate conclusions about the significance of information in accordance with legal principles, regulations and policies.
  • Ability to read, understand and apply appropriate state and federal laws, regulations, policies and guidelines, including without limitation, M/W/DBE certification eligibility laws, regulations and policies and ethics statutes and regulations applicable to state employees.
  • Proven track record of dependability and working well/building rapport with a team.
  • Results oriented with self-directed initiative.
  • Ability to travel statewide, with or without accommodations, on short notice.

OR
  • Background in engineering that would be relative to the understanding of the work in support of the implementation of DBE Program Oversight.
  • Ability to interpret, explain and train regarding required federal programs
  • Ability to develop policy and implement plans to effectuate federal regulations
  • Capacity to analyze documents and reports
  • At least three years direct experience reviewing, editing, providing written and oral edits and recommendations to investigative reports; or interpreting, analyzing and applying eligibility rules, policies, and regulations of government/public sector certification programs for minority, women, and disadvantaged-owned small business.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
