Bridge and Structures Engineer

The Opportunity: The Washington State Department of Transportation (WSDOT) is currently searching for a dynamic leader to assume the role of Bridge and Structures Engineer. This is an extraordinary opportunity for an individual with extensive management and leadership experience coupled with technical expertise to grow and further develop a respected and nationally recognized state structural engineering office.
 
This position is responsible for providing direction, guidance, supervision and management to the structural engineering program for the entire state of Washington. Managing a staff of approximately 105 individuals, the incumbent develops and implements programs for the establishing structural standards, design, inspection and preservation of approximately 3200 WSDOT owned bridges and countless other structures. The Bridge and Structures Engineer serves as the principal lead for the state in the areas of design, research, inspection, evaluation, preservation and rehabilitation of all state bridges.
 
This position calls for an effective and inspired transportation leader who is knowledgeable about project delivery, program management and transportation structures that can develop and retain a high-performance team. Above all, the Bridge & Structures Engineer will be a coach and mentor to senior-level staff as well as a good communicator and collaborator capable of working across boundaries to achieve departmental goals.

This position will perform the following work:

  • Work to establish needs and goals in creating a biennial budget.   Recognize and communicate tradeoffs as necessary during the budgeting process.
  • Coach senior-level staff to manage and develop high-performance teams and implement program strategies.
  • Solve complex structural engineering issues by establishing design criteria for design-bid and design-bid-build projects, developing appropriate teams capable of delivering projects of various size and complexity, ensuring adequate staffing levels for timely bridge inspections and project delivery, and managing the overall office budget.
  • Leading and managing change. Engaging a wide range of stakeholders and building coalitions throughout your national peers, WSDOT, local agencies, and the industry.
  • Achieving organizational goals and delivering quality programs using data-driven evaluation and performance measures.
  • Teaching and applying lean principles, methods and tools including continuous process improvement, developing performance measures and targets that fosters an agency culture ensuring citizens get the most value for their tax dollars.
  • Setting and implementing policy.
 
An ideal candidate for this position will have:
  • Bachelor's Degree in Civil Engineering.
  • Have experience in the delivery of complex highway projects, either through project management, structural design or construction engineering.
  • Professional Engineer License (PE) in Washington State.
  • Structural Engineer License (SE) in Washington State.
  • Knowledge of National Bridge Inspection Standards and National Bridge Design Codes.
  • Experience managing, mentoring and developing staff.
  • Good oral and written communication skills.
  • Experience in managing a diversified staff, leading change, implementing improvement, project delivery using design-build and design-bid-build methods, making technical and non-technical presentation and interfacing with the media.
  • Knowledge of applicable RCW's and Merit System Rules.
