Program Management Engineer - TE2 In-Training

The Opportunity:  
 
The Southwest Region Program Management Office is seeking an accomplished engineer to assist the Program Development and Operations Engineer in developing the highway construction program for the region. Within their assigned geographic area, this position will coordinate with project teams to document changes to project scope, schedule, and budget as necessary and submit information to Headquarters to keep the Transportation Executive Information System up to date. This position will be responsible for reporting project information out to internal and external customers, and initiating and monitoring funding authorizations for approximately half of the projects in the region.
 
Note: This in-training position offers a career path and on-the-job training, and allows you to progress through the Transportation Engineer field, achieving the goal class of a Transportation Engineer 2. Candidates will be considered as a Transportation Engineer 1 or Transportation Engineer 2 depending on qualifications. The salary levels for each are:
         

   Transportation Engineer 1: $50,292 – $67,584
          Transportation Engineer 2: $55,476 - $74,604
 
This position will perform the following work:
  • Determine how to communicate scope, schedule, budget, project delivery, and program changes to ensure delivery.
  • Coordinate with stakeholders to ensure regular and accurate updating of project status for both internal and external customers.
  • Set up projects with schedules and estimates in the Capital Program Management System (CPMS).
  • Review preliminary estimates, design summaries, PS&E documents to ensure that projects comply with requirements to authorize funds for advertising.
  • Attend Project Status meetings, other meetings, and use other means of communication to monitor the progress of project milestones and update and enter actuals as applicable.
  • Initiate funding authorizations for projects, and monitor expenditures to ensure they are consistent with the approved schedule, budget and federal aid agreement.
  • Monitor and report the status of region projects planned for advertisement.
  • Collect and evaluate relevant information and make decisions using good professional judgment.
 
To be considered at the Transportation Engineer 1 level, an ideal candidate is required to have at least one of the following:
  • A Bachelor's degree in civil or structural engineering.
  • Certification as an Engineer-In-Training.

To be considered at the Transportation Engineer 2 level, an ideal candidate is required to have at least one of the following:
  • Two (2) years' of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent combination of education/experience.
  • Certification as an Engineer-In-Training and one year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent.
  • A Master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field.
 
An ideal candidate at either level will have:
  • Project delivery experience in either design or construction.
  • The ability to read, interpret, understand, review and produce contract plans, specifications, and estimates.
  • Strong communication skills both in the written and verbal form.
  • Interpersonal skills and ability to work as part of a team.
  • Experience providing trainings to educate and inform managers and staff.
  • The ability to prioritize a heavy workload in order to meet deadlines.
  • Ability to operate a computer and computer programs to produce reports and other documents.
  • Valid driver's license.
 
Note:
This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.
