Transit Safety Oversight Specialist - TPS4

The Opportunity: The Washington State Department of Transportation (WSDOT) is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. With safety being the utmost priority for our agency, the Public Transportation Division is seeking a well-qualified and innovative individual to fill the role of Transit Safety Oversight Specialist. This position will be an integral member of WSDOT's State Safety Oversight team that ensures the safety of the state's light rail, monorail, and streetcar rail transit systems.
 
The incumbent of this position will provide specialized expertise and guidance to transit partners to ensure the safety of the state's rail transit systems. This will include engagement with partners both internal and external to ensure that hazards are identified and addressed during the planning, design, construction, testing phases for new rail transit projects, and that programs are in place that ensure the identification and resolution of hazards for rail transit systems already providing service to the public.
 
This position will lead a project team solely focused on the investigation and analysis of hazards or incidents to ensure that industry safety best practices are being met.

This position will perform the following work:
  • Serve as a certified rail transit safety specialist within the State Safety Oversight program.
  • Direct and guide the work of transit agency staff as they develop and implement comprehensive safety programs for employees, patrons, and the general public.
  • Lead investigations and assessments of potential and existing hazards, deficiencies, and vulnerabilities for all aspects of rail operations and maintenance.
  • Manage the selection and oversee the work of consultants hired to support the State Safety Oversight program's safety audits, investigations, hazard analysis, and engineering safety reviews.
  • Issue reports on the state of rail transit safety within Washington State, and of the activities and accomplishments of the State Safety Oversight program.
  • Coordinate the implementation of rail transit safety programs with external partners including Federal Transit Administration (FTA) Region X and FTA's Office of Transit Safety and Oversight.
 
An ideal candidate for this position will have:
  • Bachelor's degree involving a major study in safety, engineering, transportation planning, transit operations or public policy.
  • Four (4) years of experience in professional safety, transportation planning, transportation operations or engineering. (A Master's degree in one of the fields will substitute for one year of required experience)
  • Knowledge and experience in rail transit operations, construction, and design safety.
