Professional Engineer

The City of Minneapolis Public Works Department currently has three openings for a Professional Engineer. The following areas each have one vacancy: Surface Water & Sewers Operations, Surface Water & Sewers Business Group, and Transportation Engineering Design (T.E.D.) Construction Group.  

Perform a variety of professional engineering work in the preparation of plans and specifications for engineering projects, supervision of construction projects and the maintenance of facilities.

Job Duties and Responsibilities:
  • Provide project management and coordination for construction projects and/or repair efforts.
  • Provide engineering design work, creating preliminary plan sets that individuals constructing the infrastructure can follow ensuring that designs meet Federal, State and Local guidelines.
  • Prepare contractual documents and assist in the hiring of contractors and consultants.
  • Oversee and manage the work of consultants and contractors on construction and reconstruction projects.
  • Obtain appropriate approvals and permits necessary for projects/initiatives.
  • Establish priorities to ensure that projects are completed on schedule and within budget.
  • Coordinate with private utilities, local businesses and residents to ensure that infrastructures will meet their needs and negotiate and develop cooperative agreements and special revisions necessary.
  • Supervise and monitor the work of subordinates engaged in a variety of projects/initiatives to ensure compliance with existing guidelines.
  • Provide support and direction for asset management practices to the department.
  • Prepare the annual asset management plan for major asset classes in the department. 
  • Prepare and maintain lifecycle management strategies for key asset classes. 
  • Track and report on asset management benefits at the departmental level. 
  • Participate in regular coordination and planning meetings with other department level asset management managers. 
  • Participate in implementation task teams as part of the asset management development process. 
  • Assist with the preparation of the capital program based upon asset criticality. 
  • Participate in the preparation and monitoring of budgets and estimates.
  • Work with other agencies, jurisdictions, organizations and businesses on projects and initiatives.
  • Participate in meetings as a technical representative of the City of Minneapolis.
  • Perform research, prepare reports, give presentations, and write proposals.
  • Other duties as assigned.
     
Surface Water & Sewers Operations
Additional duties and responsibilities include:
  • Maintain asset inspection information acquired by City and Contractors.
  • Perform and direct asset inspections. 

Surface Water & Sewers Business Group:
 Additional duties and responsibilities include:
  • Assist in justifying asset management approaches with financial and management staff, including development of financial and other performance indicators.
  • Prepare financial, operation, maintenance and other technical reports utilizing computerized inventory and asset data to include calculations of net present value and life cycle cost.
  • Coordinate and assist project managers in obtaining operational and maintenance records, financial and cost data and performance criteria for individual assets.
  • Identify opportunities for improving service delivery methods and procedures for managing the Surface Water and Sewers assets.

Transportation Engineering and Design Construction Group:
 Additional duties and responsibilities include:
  • Overall roadway engineering with an emphasis on pavement design.
  • Perform construction/maintenance field problem solving/trouble shooting.
  • Manage and develop field technical staff.
  • Overall oversight and responsibility of city construction, specification/standards, construction materials, and environmental evaluation.

Required Qualifications:

Minimum Education:
Bachelor's Degree in Civil Engineering from an accredited college.

Minimum Experience:  
Four years of engineering related experience.

Equivalency:  An equivalency of Bachelor's Degree in Engineering from an accredited college plus four years practicing Civil Engineering may be considered.

Licenses / Certifications:

  • As a condition of continued employment, registration as a Professional Engineer in the State of Minnesota is required within 6 months of hire.
  • Possess and continue to maintain a valid driver's license.

Selection Process: The examination/selection process for this position may consist of a rating of training and experience and/or an oral exam (100%). Since the examination selection process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form, supplemental application (if applicable) and other support documentation/materials as is possible. Minimum passing score is 70.00.

Background Check: The city has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Drug and Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so; and, the City will withdraw the conditional job offer resulting in the job applicant no longer being considered for the position.

Knowledge, Skills and Abilities:
  • Knowledge of engineering principles, practices, procedures and their application.
  • Knowledge of Public Works and City Government policies, practices and procedures.
  • Knowledge of related Federal, State, County and City Ordinances and Statutes.
  • Knowledge of budgeting, administration of funds and engineering department practices and procedures.
  • Knowledge of contract and project management.
  • Good knowledge of computer usage, software and applications used including Maximo and Granite XP.
  • Good oral and written communication skills.
  • Good analytical and problem solving skills
  • Ability to collaborate effectively with cross-functional teams to achieve results.
  • Collect and analyze technical data and recommend corrective actions.
  • Demonstrated experience developing asset-related financial and performance indicators and developing a resource accounting database for monitoring and tracking savings indicators based on asset management practices.
  • Knowledge of data mining concepts, the ability to apply statistical analysis to large volumes of data and visualize the data in an easy to digest manner, resulting in actionable decisions.
  • Business mentality, self-motivated and a strong interest in a productivity driven environment.
  • Ability to supervise the work of others.
  • Ability to work under pressure and meet deadlines.
