Design-Build Team Lead - Transportation Engineer 3

The Opportunity:
 
WSDOT is seeking a motivated engineer with strong technical and engineering skills to fill the position of Design-Build Team Lead. This position will assist with the new Design-Build program for the Southwest Region and will be responsible for the delivery of Design-Build projects from preliminary engineering and procurement to contract administration and project close out. The ideal candidate will ensure projects are on schedule, within budget, and ensure Design-Build deliverables are constructible and maintainable. You will monitor delivery in conformance with the department's expectations for transparency and accountability.  If you like to work in a team environment on new and non-traditional projects and want to ensure the best technical standards are incorporated into contracts, then this may be the position for you!

This position will perform the following work:
  • Serve as a Design-Build procurement specialist for the region.
  • Manage the development of Design-Build contract documents.
  • Ensure that the Design-Builder develops the project design in conformance with the contract and meets QC/QA requirements.
  • Act as a construction compliance supervisor responsible for all Quality Verification inspection activities; serve as the contractor liaison in the field; and ensure compliance documentation activities are performed.
  • Assist with the management of engineering consultants.
  • Serve as the liaison between project offices, region engineering support groups, and headquarters design and construction engineers.
  • Lead, mentor, and motivate staff by providing challenging work, clear expectations, empowering decision-making appropriate for experience and training.
  • Other duties as assigned.
 
 
An ideal candidate for this position will have:
  • One-year experience as a Transportation Engineer 2 or equivalent.
  • Bachelor of Science degree in Civil Engineering or Structural Engineering from an accredited university.
  • Engineer-In-Training Certification (EIT).
  • A valid driver's license.
  • WSDOT General Inspector certification or ability to obtain within the first six months of hire.
  • A valid Flagging Card or ability to obtain within the first six months of hire.
  • Design-Build experience in delivery of transportation projects is preferred.
  • Experience as a lead designer delivering PS&E and/or as a lead construction inspector/material tester on smaller, less complex transportation projects or a portion of a complex transportation project is preferred.
  • The ability to communicate effectively, both written and orally, in a cooperative and courteous manner with the public, contractors, supervisors, and other department staff.
  • Experience working on major construction projects with multiple deadlines and deliverables.
  • Knowledge of WSDOT engineering principles, practices and methods, and the ability to apply them to complex engineering problems.
  • Knowledge of the principles of project scheduling and budgeting.
  • The ability to lead, mentor and coach employees.
  • The ability to work flexible hours, such as nights or split shifts, overtime and weekends.
  • The ability to routinely lift, manipulate, and transport up to 50 pounds of various materials/equipment while traversing uneven terrain.
 
 
Note: 
This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.
