DESCRIPTION OF WORK:

Recruitment Range $71,000.00 - $128,426.00. This position is at the Advanced Level equivalent to SG(84).

This position is located in the North Carolina Department of Commerce, Division of Workforce Solutions (DWS) and is responsible for managing Information Technology Application Development. Job duties and responsibilities include supervising Application developers including Web development and Mainframe Support. Major responsibilities include developing long-term & strategic plans; establishing priorities, setting deadlines, within established goals and objectives to for different upgrades and projects; evaluating accomplishments and modifying or changing work assignments, workflow or procedures to insure projects are completed on time and within budget.
 

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  • Demonstrated ability to review and establish work standards, policies, procedures; anticipate impact of frequent change requests, adapt workload to accommodate changes or offer alternatives based upon best business practices.
  • Demonstrated experience with large scale application development projects, leading complex IT projects, working with large datasets across multiple platforms, providing implementations for making enhancements to legacy systems.
  • Demonstrated ability to serve as technical lead on solutions involving significant changes to infrastructure, or involve the implementation of emerging technologies.
  • Demonstrated knowledge and skill of applications systems analysis and programming.
  • Demonstrated experience in adapting new technologies in a timely manner.
  • Demonstrated knowledge of current web application development and current hardware.
  • Demonstrated knowledge of enterprise operational capabilities and strategies.
  • Demonstrated ability to recommend methods for resolving highly complex problems to technical staff or client representatives.
  • Documented ability to provide consultation on issues and requests from customers that require highly complex solutions and discuss alternative technical solution.
  • Demonstrated ability to manager an IT staff of three or more subordinate employees including: performance management, training, and hiring decisions.
 
Management Preferences: prefers minimum of three years experience managing a team of application development staff.  Experience in managing in AGILE software development methodology. A working manager with Application development knowledge and experience.  
 
 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering or other related technical degree from an appropriately accredited institution and four years progressive experience in the field of information technology including at least two years of experience in Business and Technology Applications related work; or Bachelor's degree from an appropriately accredited institution and five years progressive experience in the field of information technology including at least two years of experience in Business and Technology Applications related work; or an equivalent combination of education and experience. Advance level requires an additional year of education and experience.

Degree must be received from appropriately accredited institutions.
