The Washington State Department of Transportation (WSDOT) Accounting and Financial Services Division, is seeking an experienced financial professional to fill the vacancy of a Fiscal Analyst 2 in Olympia, WA.
 
This position is located in the headquarters' (HQ) Accounting and Financial Services (AFS) division and reports to Manager of Payments & Receipts. This position contributes to the mission of the department by ensuring vendor payments, contract payments and cash receipts comply with regulations and contractual obligations in support of delivery of WSDOT transportation projects. The position is responsible for performing general payment duties for Construction Contracts.

This position will perform the following work:

  • Coordinate with Program Management, Contract Ad & Award, Project Development and Region planning divisions to acquire all appropriate documents needed to establish contract numbers, assign contract numbers and notify all involved parties for each project being advertised for bid in a given week. The information for each contract is maintained in excel and in the CAPS system. Update CAPS spreadsheet with jobs going to advertisement, work with Project Support and project engineering offices requesting and processing information for the contracts.
  • Process and compile the reports for the tracking, distribution and mailing or contract payments.
  • Work with Contractors to receive contract documents timely. Verify contract documentation when contracts are received from contractor. Obtain signature from HQ construction. Notify all interested parties of contract execution.
  • Review construction contract insurance requirements for every construction contract to ensure requirements are met and maintained from the start of the contract to the end of the requirement period. Create, deliver and respond to communication enforcing insurance requirements. Coordinate with Risk Management for contractor's insurance claims. Coordinate with Project offices, Construction Department, regional offices, and contractors regarding insurance compliance and deadlines.
  • Set up third party damage groups in CAPS after groups have been set up in TRAINS. Daily Journal of Commerce payment of invoices.
  • Process completion steps thru CAPS, produce letters to be mailed to contractors, LNI, ESD, DOR, etc.
  • Review CAPS daily payment report for payments that are ready to be processed in TRAINS. Process payment detail to contractors via email based on daily report. Prepare reconciliation for CAPS (Contractor Payment & Administration System) payments that have processed thru TRAINS, ensuring all payments arc accounted for.
  • Other duties as assigned.
 
An ideal candidate for this position will have:
  • Position requires 18 quarter or 12 semester hours in accounting and two years' experience in a financial field (Education can substitute for 1 year experience).
  • Communicate effectively in the written and verbal form. This includes the ability to interpret technical payroll and accounting procedures to internal and external customers.
  • Intermediate skills in computer applications; this includes the proven ability to develop and produce reports, spreadsheets, and correspondences using Microsoft Office and Mainframe applications.
  • Strong organizational skills with the ability to prioritize in a fast-paced and fluid environment.
  • Ability to pass a background check.
  • Knowledge of GAAP, Purchasing and Travel Regulations, WSDOT financial policies and procedures is desired.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
