Transportation Engineer 2 – Materials Certification Engineer

The Opportunity:
The Lacey Project Engineering Office is currently seeking an accomplished engineer who can administer the materials documentation program used to monitor all the materials incorporated into a construction project. It is essential that the incumbent have a broad understanding of transportation engineering and have knowledge of material approval and acceptance requirements in order to ensure all materials are approved and accepted prior to being incorporated into a construction project. This includes processing Approval of Materials, tracking material testing frequencies, and ensuring proper acceptance of all construction materials used in a construction project.

This position will perform the following work:
  • Review the documentation received from the contractor for conformance to the prescribed criteria using the Contract Plans, Contract Provisions, Standard Specifications, and the Construction Manual.
  • Communicate and coordinate with the State Materials Lab, Olympic Region Materials Lab, Fabricators, Contractors, and Subcontractors to resolve material related inquiries or issues.
  • Maintain the Record of Materials used as an ongoing tracking report for all of the materials for each construction project.
  • Maintain the MTP, and SAM's systems as related to materials tracking and testing for each construction project.
  • Review and process requests for Approval of Material, Qualified Products List (QPL), and Manufacturers Certification.
  • Provide supervision and direction to technicians in sampling and testing of the materials for acceptability and determine the acceptability of the materials during progress estimate preparation.
  • Determine the acceptability of the materials during progress estimate preparation.
  • Other duties as assigned.
 
The ideal candidate will have one of the following:
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, or Bridge Engineer 1.
  • Certification as an Engineer-In-Training AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, or Bridge Engineer 1.
  • A Master's degree in Civil Engineering, Structural Engineering, Geotechnical Engineering, Soil Mechanics, Traffic, or Transportation.
  • Equivalent combination of education and experience.

An ideal candidate for this position will also have:
  • Knowledge and understanding of construction specifications, materials documentation and certification processes.
  • Knowledge of construction practices and contract administration.
  • Knowledge of field material acceptance documentation required to verify materials placed by the contractor.
  • Knowledge of ASTM & AASHTO materials specifications and testing procedures.
  • Ability to research and interpret contract provisions, plans, drawings and details.
  • Ability to review, track, and verify contractor submittals to ensure compliance with contract documents.
  • Ability to communicate with multiple audiences, both orally and in writing.
  • Interpersonal skills and ability to work as part of a team.
  • Ability to perform work in a safe manner and in accordance with WSDOT safety policies.
  • Valid driver's license.

Note:
This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.
