Financial, Contracting, and Administrative Support - Fiscal Technician 3

The Washington State Department of Transportation (WSDOT) is seeking a professional and experienced individual to serve as the Financial, Contracting, and Administrative Support - Fiscal Technician 3 in Olympia, WA.

This position will work independently under general supervision, performing a variety of fiscal, contracting, and business administrative support functions. This position will perform specific tasks related to contracts, amendments, and grants and is responsible for maintaining projects in the grants management system. This position will also serve as a member on different teams and participate in lean workshops to increase efficiency and effectiveness while maintaining transparency and fiscal accountability.

This position will perform the following work:

  • Serves as a point of contact for all Public Transportation Division (PTD) employees and customers on issues and questions related to payroll, travel, contracts, amendments, and all other administrative, fiscal, and contracting needs. Tasks performed by this position are essential to ensure continuing operations of the office, and satisfaction of internal and external customers.
  • Plays an important role in drafting and processing of boilerplates, contracts, and amendments for the consolidated grant program, regional mobility grant program, tier projects, TDM, Planning, and all other forms of contracting performed under the Public Transportation Program.
  • Assists with tasks related to organizational development and office support.
  • Compare funding sources and levels with grant agreements to ensure accuracy between funds when combining more than one fund source on a project. Verify that the correct FTA grant numbers, appropriation codes, finance codes, and fund accounts are properly used on work orders. Compare expenditures to available funding in TEIS.
  • Monitor and review fiscal aspects of contracts or grants to ensure contractual, fiscal, and grant compliance. Ensure the correct PINs and FTA grant numbers are listed on contracts and amendments. Assist with initiating work orders, validate the information in the accounting system, and verify that invoices that grantees are required to submit to PTO are received, complete and are submitted on the correct form, provide technical assistance to customers and work with them to address any questions they might have.
  • Assist the business services group with end of the fiscal year/biennium close out and accruals. Prepare fiscal year-end statements for grantees, provide financial data to the fiscal analyst to complete accruals, and update a desk manual that lists and describes the tasks that must be done to perform each transaction (invoices, fiscal year-end statements, accruals, etc.).
  • Participate in the different initiatives/teams within PTD and play active role in documenting and improving existing processes.
  • Serve as a backup for variety of administrative tasks within PTD, provide support to division staff as needed.
 
An ideal candidate for this position will have:
  • Knowledge of Public Transportation to be able to assist higher level staff with expenditures tracking, budget building and financial planning efforts.
  • Ability to initiate work order authorizations and ensure alignment between authorized, budgeted, and contracted amounts.
  • Demonstrated experience in understanding complex data and creating reports where the data is utilized to initiate and implement adjustments necessary to stay in balance at the overall program level.
  • Practices lean approach and demonstrate ability to improve work processes and efficiency, and identify continuous improvement opportunities.
  • Ability to serve as a key member on teams to collaboratively make decisions, establish and meet timelines and deliver results that meet customer needs.
  • Ability to communicate clearly both verbally and in writing with agency staff and grant subrecipients.
  • Ability to foster and maintain excellent working relationship with internal and external customers at all times.
  • Knowledge of Public Transportation to be able to assist the business services manager with collection, tracking, and analysis of program and financial data used in management of public transportation federal and state grants and budgets.
  • Knowledge of contracting laws, understanding of contract terms and clauses, and when/how to process amendments.
  • Demonstrated experience performing complex multidimensional tasks on the computer using MS Word, Excel, and the ability to use database programs, and electronic mail.
  • Ability to identify problems in program and/or financial data collected, and clearly report information to program managers and external customers in understandable terms.
  • Ability to multitask, prioritize, and work under deadlines.
  • A Bachelor's Degree, which includes 18 quarter, or 12 semester hours in accounting, auditing, contracting, or budgeting and one to two years of relevant professional experience is preferred/desired (college transcript/proof of quarter or semester hours is required).
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
