Stormwater Monitoring Specialist - Transportation Planning Specialist 2

Incorporating environmental protection and improvements to the day-to-day operations of the department are important goals of the Washington State Department of Transportation's (WSDOT) Environmental Services Office (ESO). To further these goals, ESO is looking for a person who is passionate about environmental work to fill a Stormwater Monitoring Specialist - Transportation Planning Specialist 2 position. This position will assist in stormwater quality and quantity data collection, site maintenance and construction, entering data, performing data quality checks, and data reporting.

This position will perform the following work:

  • Travel throughout the state, in all seasons, traversing steep and uneven terrain to perform stormwater data collection including instrument calibration and collection of grab and composite stormwater samples.
  • Provide direct technical support and assistance to the Stormwater Monitoring Field Lead and the Stormwater Monitoring Data Management and Reporting Lead.
  • Independently perform routine stormwater monitoring equipment installation, maintenance, cleaning, repair and/or replacement.
  • Assist with data verification and validation, data entry, and database management.
  • Ensure data collection, management, analysis and monitoring reporting meet requirements of the agency's National Pollutant Discharge Elimination System (NPDES) permit.
  • Ensure data quality objectives, sampling designs, field and laboratory procedures, quality assurance and quality control policies and other elements of the monitoring plans follow Quality Assurance Project Plans (QAPPs) and meet the requirements of the agency's NPDES permit.
  • Work occasional nights and weekends with limited notice.
 
An ideal candidate for this position will possess:
  • A Bachelor's Degree involving a major study in transportation, environmental studies, or natural or physical sciences.
  • Previous working experience in water quality or monitoring AND experience with operation and maintenance of data collection platforms including using digital or analog monitoring equipment, satellite telemetry, hydrologic monitoring equipment and automatic composite samplers OR a working knowledge of environmental chemistry or hydrology databases.
  • Experience with power tools and fabrication.
  • Experience following Quality Assurance Project Plans (QAPPs) and standard operating procedures (SOPs) for stormwater or water quality monitoring.
  • An understanding of the WSDOT NPDES and State Waste Discharge Municipal Stormwater General Permit.
  • Strong communication and writing skills.
  • Strong organizational skills.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.
