The Washington State Department of Transportation (WSDOT) Accounting and Financial Services Division, is seeking a top candidate to be responsible for general and specialized payroll duties as a Fiscal Analyst 2 in Olympia, WA. Under the general direction of the WSDOT Payroll Assistant Manager-Systems, Data, and Regional Support Services the future incumbent will be responsible for performing journey level support and analysis of various payroll duties including reviewing payroll discrepancies, leave report errors, timekeeper over/under reports to assist in determining if HRMS or Labor corrections are required. The incumbent will make independent decisions to ensure payroll discrepancies are paid in compliance with the collective bargaining agreements and RCW's and paid timely. They will need to have working knowledge of the collective bargaining agreements at WSDOT and how they relate to payroll. This position will perform the following work:

  • Main point of contact for employees and timekeepers in relation to payroll corrections, review labor reports and correct errors, communicate with impacted payroll staff, process CATS adjustments, labor corrections, and process adjustments/payments as needed in TRAINS, collect labor data necessary in accordance with applicable collective bargaining agreements.
  • Use knowledge of agency payroll policies and collective bargaining agreements, to review and analyze payroll reports for regions to, identify errors, and initiate corrections. Communicate corrections to affected parties to include employees, HR, and Supervisors.
  • Assist payroll customers with questions, provide guidance and interpretation of collective bargaining agreements, conduct payroll audits as necessary, request cash payments as needed, maintain EE HRMS Screens, and leave adjustments.
  • Scan and validate payroll actions using KOFAX and Oracle imaging technology, and assist with preparing payroll records for archived storage.
 
An ideal candidate for this position will have:
  • 18 quarter or 12 semester hours in accounting, auditing, or budgeting and two years of relevant professional experience, including one year in Payroll. Experience may substitute for education
  • Fully understand and be able to apply State/Federal statues, rules and procedures and Generally Accepted Accounting Principles (GAAP) pertaining to assigned payroll and payments and receipts functions.
  • Experience and knowledge of WSDOT Labor systems, TRAINS, AFRS and HRMS is highly desirable.
  • Communicate effectively in the written and verbal form. This includes the ability to interpret technical payroll and accounting procedures to internal and external customers.
  • Intermediate skills in computer applications; this includes the proven ability to develop and produce reports, spreadsheets, and correspondences using Microsoft Office and Mainframe applications.
  • Proven ability to review and research labor reports to identify discrepancies and develop corrective actions as necessary.
  • Experience researching state laws, policies, CBAs, and procedures related to payroll and accounting.
  • Ability to pass a background check.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
