Transportation Engineer 3 – Design/Construction Team Lead

The Opportunity:
WSDOT is seeking a motivated engineer with strong technical, engineering and interpersonal skills to serve as the Design/Construction Team Lead for our Vancouver Area Engineering Office. This is a unique opportunity that provides varying experience and potential for growth. You will have the responsibility to lead inspection efforts for construction projects, as well as provide project management and technical guidance and direction in the preparation of plans, specifications, and estimates. You will manage and mentor each team member and provide guidance regarding design and construction functions to ensure that WSDOT projects meet established standards, policies, and procedures. The person in this position must be able to build trust and work collaboratively and effectively with local agencies, consultants, support groups and other staff.

This position will perform the following work:

  • Serve as a lead and supervise support staff, organize and manage workloads.
  • Analyze, develop, and propose alternative solutions to complex design and construction elements.
  • Perform project scoping and definition development.
  • Prepare plans, specifications, and estimates.
  • Manage projects including scope, schedule, and budget.
  • Direct a crew of CADD operators and oversee complex automated plans drafting involving interchanges, new alignments, and non-standard applications.
  • Perform field inspections and construction staking for transportation related projects.
  • Monitor the contractor's work to ensure work is conducted in conformance to the contract plans, specifications and special provisions.
  • Ensure staff complete accurate daily records of the contractor's work
  • Assist with the management of design consultants.
  • Provide technical guidance and direction regarding WSDOT standards and procedures.
  • Mentor staff to develop project management skills
  • Communicate efficiently and work in a cooperative manner with the public, contractors, supervisors, and other department staff.
  • Other duties as assigned.
 
An ideal candidate for this position will have:
  • One year of experience as a Transportation Engineer 2 or equivalent.
  • A Bachelor of Science Degree in Civil Engineering or Structural Engineering or closely related field.
  • Engineer-In-Training (EIT) Certificate.
  • One year of design and construction experience is preferred.
  • Knowledge of engineering principles, practices and methods and the ability to apply them to complex engineering problems.
  • The ability to read, interpret, understand, review and produce contract plans, specifications, and estimates.
  • The ability to coordinate schedules for multiple projects with design/construction team leaders, prioritize assignments, and communicate effectively.
  • Calculate alignments, grades, and construction layouts.
  • Knowledge of the basic principles of budgeting and project scheduling.
  • Interpersonal skills to work as part of a team with the ability to lead and supervise a team.
  • The ability to lift and carry 50 pounds while traversing uneven terrain.
  • The ability to work nights, weekends, and in inclement weather.
  • A valid Driver's License.
