Information Technology Systems/App Specialist 6

The Washington State Department of Transportation (WSDOT) has a unique opportunity for someone who is an innovative thinker and has a passion for technology development. This position will serve as the highest level technical consultant for Bridge Preservation Office (BPO), and will supervise a software developer. This position will be the principle architect for the Bridge Preservation Office's Integrated Information System.
 
The successful candidate will perform highly complex specialized system design, acquisition, installation, maintenance, troubleshooting and problem resolution for major systems and projects. This position will perform the following work:

  • Create, enhance and maintain multi-platform applications.
  • Respond to production failures and provide technical support to applications.
  • Develop and implement standards and procedures for data, data modeling, and data architecture for supported applications.
  • Serve as the project leader for integrating new and existing technologies and serve as the management adviser and technical consultant to maintain and enhance on-going operations.
  • Improve and implement application securities.
  • Provide project management for the development of information technology projects within the office.
 
A viable candidate for this position must possess all of the following qualifications:
  • Five years of experience using C#, and SQL.
  • Five years of experience developing application design specifications from business requirements and data design models.
  • Five years of experience preparing test plans, perform testing, troubleshooting test problems, and fixing bugs in code.
  • Five years of estimating task work effort including tracking and reporting status of assignments.
  • Extensive experience communicating technical information to a non-technical audience both informally and through formal reports.
 
A desirable candidate would possess the following:
  • Degree in Information Technology/Programing, or equivalent experience.
  • Skilled in developing ASP.NET MVC applications.
  • Skilled in creating reports using SQL Server.
  • Prior supervisory experience.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
