HIV/STD/TB Medical Director (Public Health Physician 2)

The Oregon Health Authority, Public Health Division, HIV/STD and TB (HST) Section in Portland, OR is searching for a medical epidemiologist who is eligible for a medical license in Oregon with training and experience in public health and epidemiology to provide HIV, bacterial STD and TB-related clinical and epidemiologic expertise and consultation to the section staff, the Public Health Division and other external partners through virtual and face to face meetings; written and web-based reports, charts and tabulations; oral presentations; peer-reviewed, published manuscripts; media interviews and appearances; and legislative testimony. This is a high-profile position and serves as a trusted and effective spokesperson on issues related to HIV, STD and TB disease.

What will you do?
You will provide overall management for the HIV disease surveillance program, to include the Medical Monitoring Project, the National HIV Behavioral Surveillance project, and ensure data quality, privacy and confidentiality of surveillance data. You will design, conduct and report on the analyses of epidemiologic studies within the programs and in conjunction with other agencies and researchers. You will develop protocols and implement standard program procedures for surveillance activities. You will disseminate data and information through written or web-based reports, charts, fact sheets, and peer-reviewed journal publications. You will serve as the liaison with local, state and federal funders and participate in other outward-facing activities that advance the broad goals of the HST program. You will also make decisions regarding HIV surveillance program budgets and ensure the quality, functionality, and accessibility of surveillance data information systems for reportable disease data. You will serve as a subject matter expert of clinical and epidemiologic aspects of HIV, bacterial sexually transmitted diseases and tuberculosis. You will conduct bill analysis, write State rules and be an effective spokesman for legislative testimony, media, internal and external partners. You will provide clinical consultation and expert advice to health care providers and other public health partners.

MINIMUM QUALIFICATIONS

Must meet or be eligible to meet the State of Oregon licensing requirements for a medical doctor at the time of hire and obtain State of Oregon licensure within six months of hire

AND

Must have advanced training in epidemiology.

REQUESTED SKILLS

The following skills, knowledge, experience and abilities are desired for this position:

  • Expertise in portfolio of assigned programs, with comprehensive knowledge and training related to the science of public health and epidemiology.
  • Comprehensive experience with surveillance methods, tracking systems and registries related to Public Health practice and matters.
  • Experience developing and implementing strategic public health surveillance and data collection systems, epidemiologic analyses, evidence-based programs, and policies through partnerships with stakeholders, local, state and federal officials, and national partners.
  • Knowledge of statutory authority and parameters for data collection and sharing protocols.
  • Experience writing and editing scientific publications; data analytics; scientific methodology and reported findings related to epidemiologic analyses; and implications for public health practice and policy.
  • Expertise in infectious diseases.
  • Political knowledge of public health issues with the demonstrated ability to respond effectively to media, community groups and special interest groups regarding politically charged situations that may be controversial.
  • Experience with proposed rule-making, regulation and policy development; and legislative bill analysis to serve as a spokesperson for legislative testimony on issues related to public health matters;
  • Ability to partner with communications departments to provide rational, evidence-based responses to media and public inquiries; and translate scientific information for use in public health policy development activities.
  • Experience with public policy, administration and principles of management.
