Officers in this field are responsible for promoting effective, efficient,
and economically sound intelligence activities, and detecting and deterring
fraud, waste, abuse, and mismanagement for all DIA elements, programs,
functions, and operations. This is accomplished through conducting
financial and performance audits to include annual audit of financial
statements, evaluating effectiveness and efficiency of programs and
operations, and conducting administrative and criminal investigations
including Intelligence Oversight and management of the OIG Hotline.

WHO CAN APPLY
This announcement is for external applicants (non DIA employees)
only. DIA employees on a temporary/term appointment, military, and
contractor personnel are eligible to apply if qualified for the
positions. Current DIA student interns need not apply.
This is a DIA Invitation-Only Hiring Event that will take place in June
2018 in Maryland. DIA officials will be on location to interview
applicants who possess the required and relevant Career Field skills and
background for employment at DIA. Applicants selected for interviews
will be contacted via email in May 2018 to schedule an interview. Specific
details on the location and date of the event will be provided within the
email invite.
All applicants must be U.S. citizens at the time of application.
Applicants must meet the agency’s conditions of employment, to include, but
not limited to, satisfactory completion of an initial special background
investigation and periodic reinvestigation, completion of any required
medical examination and physical requirements, completion of any required
personal interviews, favorable completion of any required initial or
aperiodic polygraph examinations, completion of any required drug test,
satisfactory completion of a two-year Defense Civilian Intelligence
Personnel System trial period, and completion of a civilian mobility
agreement.
DIA does not guarantee any applicant the extension of an official offer of
employment; however, DIA will be screening all employment applicants
against its current and future manpower requirements. Selected
applicants will be considered for the Agency's Hiring Pool.
CURRENT FEDERAL EMPLOYEES
To be eligible to apply, all current Federal employees must be at,
equivalent to, or higher than one of the advertised grades. These
positions are Defense Civilian Intelligence Personnel System (DCIPS)
positions in the Excepted Service under 10 U.S.C. 1601. Selectee(s)
who are current Federal employees will be laterally reassigned to the new
position if they are at one of the advertised grades. Those at a higher
grade than the advertised position, will be asked to accept a voluntary
change to the lower grade if selected.
All current and prior Federal employees must also submit a copy of their
SF-50, Notification of Personnel Action that documents their appointment to
or promotion to the highest grade held. Consideration for future advancement
opportunities will be through DIA’s established promotion processes,
according to established timeframes, advancement criteria and compensation
parameters.
POSITION SUMMARY
DIA is currently recruiting for positions in the Inspector General Career
Field at multiple locations.
INSPECTOR GENERAL CAREER FIELD
Officers in this field are responsible for promoting effective, efficient,
and economically sound intelligence activities, and detecting and deterring
fraud, waste, abuse, and mismanagement for all DIA elements, programs,
functions, and operations. This is accomplished through conducting
financial and performance audits to include annual audit of financial
statements, evaluating effectiveness and efficiency of programs and operations,
and conducting administrative and criminal investigations including
Intelligence Oversight and management of the OIG Hotline.
Criminal Investigations Career Specialty:
Officers in this field are responsible for supervising, leading, or
performing work involving planning, conducting, and/or managing
investigations related to alleged or suspected criminal violations of
Federal laws. The results of those investigations aid responsible
officials in making or invoking civil or administrative actions, judgments
(decisions), sanctions, or penalties. Work involves recognizing,
developing, and presenting evidence to reconstruct events, sequences, time
elements, relationships, responsibilities, legal liabilities, and conflicts
of interest; conducting investigations in a manner meeting legal and
procedural requirements; and providing advice and assistance both in and
out of court to the U.S. Attorney’s Office during investigations and
prosecutions. This work primarily requires knowledge of criminal
investigative techniques, rules of criminal procedures, laws, and precedent
court decisions concerning the admissibility of evidence, constitutional
rights, search and seizure, and related issues in the conduct of
investigations. Of note, in contrast to the work of Federal Police
officers, Criminal Investigators are not typically concerned with
independent individuals or small, local groups of individuals committing
crimes on Federal property, unless they are germane to larger
investigations. Rather, Criminal Investigators focus on suspected
major offenses or violations of Federal laws, where the investigative
assignment requires an extended period of time (e.g., days, weeks, or
months) for completion.
Criminal Investigators are not covered by federal law enforcement retirement
provisions. Therefore, it does not include those financial benefits
usually associated with Occupational Series 1811 positions (i.e. Law
Enforcement Availability Pay (LEAP) and Law Enforcement Retirement
benefits).

FOREIGN AREA TOURS OF DUTY
ELIGIBILITY
Applicants applying to a foreign area opportunity and who are currently
assigned to a foreign area are ineligible for consideration if selection
will cause them to exceed the time limitation for foreign area service (5
consecutive years) or, conversely the employee will not satisfactorily
complete their period of obligated service within 6 months of the closing
date of this announcement. More than one permanent change of station
move within a 12-month period is not considered to be in the interest of
the government for the purposes of relocation at Government expense.

May be required to perform duty at other operating locations.
DEPLOYMENT/MOBILITY STATEMENT
All DIA employees are subject to world-wide deployment to crisis situations
and are subject to geographic relocation in accordance with agency
guidelines.
SHIFT WORK
Availability for shift work, extended hours, and travel may be required.
RELOCATION COST
Relocation expenses in connection with a permanent change of station may be
authorized in accordance with the Joint Travel Regulations and at agency
discretion.
