Civil Engineer III - Assistant Structural Engineer - (1700071T)

DUTIES AND RESPONSIBILITIES:

 

Incumbent for this position shall possess relevant working experience in bridge design, bridge inspection and bridge construction. He/she shall have working knowledge with structural design codes, manuals and standards including the American Association of Highway Transportation Officials (AASHTO) Bridge Design Specifications and the American Institute of Steel Construction (AISC) Design Manual. Incumbent should also have familiarity with the Massachusetts Department of Transportation (MassDOT) project development, construction and bridge design specifications, guides and standards including the Bridge Manual, the Project Development and Design Guide, the Standard Specifications for Highways and Bridges and the Construction Standards.

 

Incumbent should also have a good working knowledge of structural analysis and bridge design engineering software.

 

Under the direction of the District Bridge Engineer, the incumbent will perform engineering duties related to the inspection, review, design, load rating, maintenance, repair and replacement of district’s bridges, culverts, retaining walls, buildings, and other highway structures.  The duties and responsibilities assigned to this position will include:

 

1.      Reviewing Consultant prepared bridge designs, plans and specifications for     conformance with AASHTO Bridge Design Specifications and MassDOT Standards.

 

2.     Reviewing and approving construction related submittals including shop drawings, material specification, and construction procedures for bridge repair, rehabilitation and replacement projects.

 

3.      Preparing responses to contractors’ Requests for Information (RFIs); and evaluating and providing recommendations on contractors’ value engineering and notice of change proposals.

 

4.      Performing engineering tasks related to design, inspection, construction, maintenance and repair of MassDOT bridges, culverts, walls, buildings and other highway facilities.

 

5.      Performing various design and engineering tasks in support MassDOT Bridge Preservation and Interstate Maintenance (IM) projects.

 

6.      Performing structural analysis for simple to moderately complex structures and preparing load rating calculations to assess the carrying capacity of a structural member or a bridge.

 

7.      Reviewing bridge inspection and critical findings reports and work to prepare and/or coordinate the preparation of construction contracts for repairing/addressing structural deficiencies. 

 

8.      Preparing various construction procedures and documents such as those             necessary to implement structural steel repairs, bridge jacking, bridge shoring and other temporary supports.

 

9.      Attends meetings with Consultants and Contractors to coordinate the planning   and execution of bridge repairs.  

 

10.  Maintaining records, reports and correspondence required within the engineering office and performing other related tasks as required or directed by superiors.

 

 

 

 

Qualifications

For purposes of bargaining unit designation, Unit 9 is equivalent to MassDOT Unit E.

 
Minimum Entrance Requirements:
 
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
 
Substitutions:
 
I.   An Associate’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
 
II.   A Bachelor’s degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
 
III. A Graduate degree with a major in civil engineering**, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
 
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
 
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
 
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Applicants for this position must possess a Bachelor’s Degree in an appropriate engineering discipline and E.I.T. certification or P.E. registration for appointment to this position.
 
FOR MassDOT EMPLOYEES:
Applicants for this position must possess a Bachelor’s Degree in an appropriate engineering discipline and E.I.T. certification or P.E. registration for appointment to this position, or hold a position in the Department in one of the next two lower titles than the position applied for, in the same or similar career ladder.
