GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:                         

Incumbents of positions in this series examine accounting data; prepare financial statements and reports; maintain accounting records; and perform related work as required. 

The basic purpose of this work is to examine, analyze, and interpret accounting records for the purpose of giving advice or preparing statements.

 

DETAILED STATEMENT OF RESPONSIBILITIES:

1) Prepares Vendor Update (VU) Forms.

2) Processes W-9's in Massachusetts Management Accounting Reporting System

3) Prepares W-9 letters that are sent to property owners.                             

3) Prepares PRC's for all invoices under the Right of Way budget.                               

4) Prepares PRC's and FA's for Federal and Non Federal Aid land acquisition and Court Judgment Payments.                                        

5) Create VCC and VCM when entering and making changes to vendor customer information in MMARS.             

6) Tracks progress of the vendor information entered into MMARS, making sure that all vendors are in the MMARS system prior to issuing payments.                                   

7) Prepare forms for deposit and retrieval of funds from the EDTF.                                           

8) Interface with Fiscal Management, State Treasurer's Office in regard to any payment issue.                       

9) Interface with the State Comptroller's Office in regard to any issue with VCC's and VCM's in regard to the processing of W-9's.                             

11) Encumber funds for various categories in the Right of Way Budget.                                   

12) Prepares PRC's for outside consultant contract payments.                                     

13) Assist in the preparation of re-issuing checks.                             

14) Assist in the preparation of the Fixed Asset document.                                           

15) Investigate and resolve any issues with encumbrances and payments.                               

16) Enters all Right of Way items approved for payments by the Highway Administrator into the Award Payment spreadsheet.                                 

17) Periodically makes recommendations for re-evaluation of accounting procedures.   

 

Special Skills:
 
Proficient with: Excel, Word, Adobe Pro
Experience with: MMARS, SharePoint, Access,
 
Ability to communicate effectively in writing and verbally with the public, finance staff, and other state agencies such as the Comptroller’s Office, State Treasurers Office, Office of the Attorney General.
 
Preferred Education:
Bachelor’s Degree in Business Management
 
Preferred Experience:
Real Estate Related Finance

Qualifications

Minimum Entrance Requirements:
 
Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
 
Substitutions:
 
I.   An Associate’s degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
 
II.   A Bachelor’s degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.
 
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.*
 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
