Assistant Capital Program Manager - WMS2

The Washington State Department of Transportation (WSDOT) Rail, Freight, and Ports Division, located in Olympia, WA, is seeking an experienced engineering professional to fill the vacancy of Assistant Capital Program Manager.
 
This position assists the WSDOT Rail, Freight, and Ports Operations and Capital Program Manager to deliver capital grant projects and programs for the Rail, Freight and Ports division, as well as capital program management on the state owned PCC Rail system. Key areas of responsibility are delivery of federal grant capital projects, state sponsored grant and loan program (FRIB and FRAP), Connecting Washington funded projects, capitalized maintenance projects for infrastructure and equipment, implementation and maintenance of the strategic capital plan on the PCC Rail system.

This position will perform the following work:
Capital projects to support the Amtrak Cascades Service:

  • Implementation of capital projects using federal or state funding sources including construction, track and signal work, Positive Train Control implementation and maintenance, equipment capitalized maintenance.
  • Coordination with internal and external stakeholders, including Federal Railroad Administration, BNSF, Sound Transit, Amtrak, Utilities and Transportation Commission and local agencies to ensure all requirements are met to begin new service.
Development and delivery of capital projects:
  • Delivery of all capital projects assigned to the division, including line item projects, Connecting Washington, and FRIB and FRAP programs.
  • Ensure projects meet program requirements, negotiating grant and loan agreements, and administering agreements with grant and loan recipients, ensuring compliance with state laws.
  • Develop and manage budgets, staffing, reporting, and all other items necessary for project delivery.
  • Development of Federal grant applications, procurement, and delivery.
  • Participate in planning and development activities for the State Rail Plan, and implementation of the capital projects that come out of that effort.
Management of Capital projects on the PCC Rail System
  • Delivery of the implementation plan for capital construction activities on the PCC Rail system.
  • Ensure WSDOT processes and business techniques are applied to all Capital and PCC capital program deliverables.
  • Delivery of the PCC Rail System Strategic plan and reporting. This includes working with the Rail Authority and shippers to obtain, procure, negotiate contracts with, and oversee the three operators for the line.
  • Development of capitalized maintenance plans to ensure the safe and efficient operations of all assets, including track structures, signal systems, crossings, properties and buildings on the PCC system.
Landslide mitigation:
  • Develop and implement strategies to decrease impact of landslides
  • Convene and lead working groups comprised of state agencies and experts, local cities and counties, railroads, and other interested parties to determine root causes for landslides along the rail corridor, develop and implement strategies to mitigate and eliminate the situations causing these landslides, and communicate this to all stakeholders.
  • Update the Landslide Action plan as needed to provide direction and document success in this work.
 
An ideal candidate for this position will have:
  • Licensed as a Professional Engineer in the State of Washington or the ability to be licensed within a year.
  • Previous supervisory experience.
  • Two years of responsible design or construction experience on railway or highway projects at a Transportation Engineer Ill level; and two years' experience of supervising a diverse workgroup is desired.
  • Excellent written and communications skills.
  • Strong knowledge in project management and delivery including scoping, design and delivery with the ability to apply those to rail improvement projects.
  • Knowledge of WSDOT and Federal (FRA, FTA, or FHWA) project management and program management processes including scope, schedule, budget, and risk identification and management.
  • Knowledge of WSDOT construction management principles and practices.
  • Understanding and application of quality programs and compliance reviews.
  • Ability to balance urgent demands on time with limited resources.
  • Strong skills in establishing plans and setting goals to achieve success, monitor progress, make adjustments, measure performance, and report on actual progress.
  • Strong interpersonal skills.
  • Ability to understand complex funding arrangements and risk models associated with change
  • Knowledge of AREMA and AASHTO standards or equivalent.
  • Valid driver's license.
