The Washington State Department of Transportation (WSDOT) State Materials Laboratory is seeking a Fiscal Analyst 2 in Tumwater, WA. This position performs specialized fiscal duties to provide direct support to the State Materials Laboratory Mission. This position ensures vendors are paid timely to ensure continued support to the organization. This position also ensures employees receive travel reimbursements and other reimbursements in a timely manner.
 
The State Materials Laboratory, which includes the Bituminous, Chemical, Structural and Soil Laboratories, serves as the central testing laboratory for WSDOT. These AASHTO Accredited laboratories perform various tests to ensure the materials used meet the appropriate American Society for Testing Materials, American Association of State and Transportation Officials, or Department specifications.

This position will perform the following work:

  • Perform specialized duties as fiscal analyst for the state materials laboratory and six region materials laboratories which are all part of the cost recovery system.
  • Independently analyze and interpret accounting reports including work order ledgers, accounts receivable, and accounts payable reports.
  • Analyze accounts receivable data produced from TRAINS and BATS to reconcile billings for the month.
  • Perform complex ad hoc queries using the Cognos data warehouse application in response to suspected payment voucher coding errors brought to attention by HQ and regional fiscal staff.
  • Review accounting codes and enter labor summary sheets and test reports into The Basic Accounting Testing and Services (BATS) semimonthly.
  • Interpret and implement OFM and WSDOT purchasing regulations and accounting policy.
  • Verify integrity or third party Account Payable (AP) coding prior to preparing Materials Lab AP documents: ensure expenditures are correct.
  • Review y-agreement invoices for compliance with task assignment, period of agreement, and budget constraints.
  • Interpret and apply relevant Washington State tax code and resolve tax discrepancies with vendor when necessary.
  • Compute proper split between building occupants for utility charges.
  • Coordinate receipt of goods/services with payment.
  • Maintain database containing information essential to the tracking of invoices and payments.
  • Troubleshoot vendor payment claims.
  • Provide back up for the monthly cost recovery transfer utilizing the BATS database.
  • Analyze cash receipts to ensure proper classification of funds, create Cash Receipt (CR) transactions in TRAINS.
  • Assume custody of cash receipts (cash, checks, credit card payments, money orders, etc.) and backup documentation.
  • In cases where information is lacking, conduct research by querying codes (i.e. work order, revenue source, fund, etc.) using Cognos or TRAINS.
  • Match payment document with corresponding invoice and reconcile discrepancies when necessary.
  • Oversee in state, out of state and international travel reimbursement.
  • Interpret travel policy and verify submitted Travel Expense Vouchers are in compliance. If discrepancies occur, inquire and coordinate solutions with staff.
  • Generate payment vouchers using TRAINS.
  • Execute fiscal year closing of accounts payable financial records.
 
An ideal candidate for this position will have:
  • A Bachelor's degree with ten semester or fifteen quarter hours of college-level accounting hours.
OR
  •  two years of general accounting experience.
AND
  • Two years of accounts payable, cashiering and travel reimbursement experience.
WITH
Knowledge of:
  • Generally Accepted Accounting principles, OFM Manual; WSDOT policies, fund and job cost accounting.
  • Accounts payable, cash receipts, and Travel.
Skills to:
  • Perform with independent judgment multiple concurrent tasks and duties to complete projects and meet deadlines.
  • Possess a working knowledge in operating a variety of computer software programs for long periods of time using both mainframe programs, and develop and maintain spreadsheet and database programs.
Ability to:
  • Ability to maintain confidentiality of sensitive data.
  • Work as a team.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
