Fish Passage Project Delivery Engineer - Transportation Engineer 4

The Washington State Department of Transportation (WSDOT) Environmental Services office is looking for people who want to make a positive impact on the environment by helping to deliver projects that remove barriers to fish passage in the state highway system. WSDOT is currently seeking to fill the role of Fish Passage Project Delivery Engineer in Olympia, WA. This position reports to the Biology Branch manager and is responsible for coordinating the delivery of the fish passage program statewide. This is a highly technical and complex program that requires this position to work with project engineers, biologists and hydrologists other technical specialists along with agency managers and executives to support the successful delivery of the Fish Passage Barrier Correction Program. Work involves coordinating with various groups involved with identification, prioritization, scoping, design, and construction activities to ensure efficient project delivery.  The fish passage program represents a program of major size, scope and impact for the transportation system and for the environment.

This position will perform the following work:

  • Coordinates program delivery with design teams and design support groups by monitoring delivery, troubleshooting engineering design and other issues, and reporting results.  
  • Facilitates design team coordination meetings.
  • Coordinates Fish Passage Barrier Correction project development status and functions with Program Management, Headquarters Design Office, Environmental Services Office, Region Specialty Design Teams, Washington Department of Fish and Wildlife (WDFW), and other WSDOT organizations.
  • Develops agendas for executive oversight meetings and attends as appropriate.
  • Maintains the fish passage program management plan. Coordinates prioritized list of needs with CPDM. Provides feedback on delivery scenarios developed by CPDM.
  • Supports resolution of issues that slow project delivery.
  • Works with appropriate offices, including Design and Hydraulics offices, to address gaps in policy and design guidance.
  • Develops policy and guidance documents.
  • Identifies and creates fish barrier correction policies that guide the design and construction of fish passage projects.  
  • Supports the development of near-term and long-range plans to enable delivery of this complex program.
  • Facilitates communication across different agency organizational units.
  • Develops program status reports for executive management; this includes the status of project delivery including the identification of engineering issues.  
  • Develops materials used for external communications with tribes, the general public, external interests, and legislators.
  • Develops and maintains relationships with design teams, support groups, and WDFW in order to better understand and report program status.  
  • Monitors delivery progress and keeps supervisors informed of significant issues. Develop messaging and communication tools to support program objectives including web-based information tools.
 
An ideal candidate for this position will have:
  • A Bachelor's degree in Civil Engineering or equivalent.
  • One (1) year experience as a Transportation Engineer 3, two (2) years of experience as a Transportation Engineer 2 or equivalent training and experience in an environmental field of science.
  • Knowledge of fish passage design, including a basic understanding of WDFW's Water Crossing Design Guidelines.
  • Basic understanding of project management.
  • Knowledge of applied construction administration, engineering principles and practices.
  • Effectively work and coordinate across multi-region and multi-disciplinary groups.
  • The ability to communicate complex policy, standards and technical information effectively using verbal, written and visual communication skills.
  • Ability to facilitate large groups to explore and resolve issues
  • Experience in developing and presenting/teaching technical information to small and large groups.
  • Knowledge of design and project development processes for transportation projects.
  • Working knowledge of Microsoft Office applications.
  • Strong aptitude for multitasking and strategic prioritization.
  • Read, interpret and write responses of a technical nature.
  • A valid driver's license and the ability to travel overnight.
